伝統医療に科学の光を:WHOが10年間のグローバル研究アジェンダを発表、加盟国も資金や組織の設置を確約

世界保健機関(WHO)は、伝統・相補・統合医療の分野における研究を促進するための新たなロードマップを発表しました。

世界中で数十億人の人々が伝統医療を利用している一方で、世界の医療研究資金のうち伝統医療に充てられているのは1%未満にとどまっています。

このエビデンスの大きな格差を解消し、非感染性疾患への対応やユニバーサル・ヘルス・カバレッジの達成に貢献することを目指しています。

Billions of people worldwide rely on traditional, complementary and integrative medicine (TCIM) as part of their health care, yet less than 1% of global health research funding is devoted to understanding where these approaches are safe, effective and appropriate. At a time when countries are seeking new solutions to reduce the growing burden ofnoncommunicable diseases(NCDs) – which kill more than 43 million people every year – and accelerate progress towards universal health coverage (UHC), this represents one of the largest evidence gaps in global health.

主要な論点として、まず加盟国による具体的な研究資金および体制整備の確約が挙げられます。

2025年12月にニューデリーで開催された「第2回WHO伝統医学グローバルサミット」において、27の加盟国が伝統医学研究を進めるための期限付きの具体的なコミットメントを表明しました。

タンザニアは2030年までに最大100億タンザニア・シリングの研究予算を確保することを確約しました。

カーボベルデ、マラウイ、ミクロネシア連邦、セーシェルは、それぞれ国立の伝統医学研究センターを設立することを約束しています。

また、インドは複数国による研究コンソーシアムを主導し、イランは臨床試験のための国家プラットフォームを立ち上げる予定です。

At the Second WHO Global Summit on Traditional Medicine, held in New Delhi in December 2025, 27 Member States made formal, time-bound commitments to advance traditional medicine research. The United Republic of Tanzania committed a research budget of up to TSh 10 billion by 2030. Cabo Verde, Malawi, the Federated States of Micronesia and Seychelles each committed to establishing national traditional medicine research centres. India is anchoring a multi-country research consortium, and the Islamic Republic of Iran is launching a national platform for clinical trials.

次に、優先的に研究すべき疾患領域と対象者の特定についてです。

今回発表されたアジェンダでは、人口の健康に最も大きな影響を与えると考えられる優先研究領域が特定されました。

具体的には、脳卒中、メンタルヘルス、痛み、筋骨格系疾患、がん、代謝性疾患、リプロダクティブ・ヘルスが挙げられています。

さらに、高齢者や子どもといった特定の集団、および予防医療も優先事項として位置づけられました。

これにより、伝統医療が予防、治療、リハビリテーション、そして患者中心のケアにどのように貢献できるかを明らかにすることを目指しています。

The agenda identifies priority research areas where evidence could have the greatest impact on population health, including stroke, mental health, pain, musculoskeletal disorders, cancer, metabolic diseases and reproductive health, alongside priority populations including older people, children and preventive health.

そして、科学的エビデンス構築に向けた革新的手法と先住民族の知識保護が求められています。

伝統医療の効果や安全性を検証するため、リアルワールド・エビデンス、デジタルヘルス技術、システム思考、人工知能(AI)などの革新的なアプローチの活用が呼びかけられました。

また、研究の推進にあたっては、先住民族や伝統的知識の保持者を正当なパートナーとして位置づける重要性が強調されています。

知的財産の保護、公平な利益配分、および文化的完全性への尊重を強化することが求められています。

さらに、薬剤耐性や気候変動、パンデミックへの備えといった新たな地球規模の課題への貢献も期待されています。

The new agenda argues that rigorous research is essential to identify what works, what does not work, what is safe, and what provides value for patients and health systems. It calls for innovative approaches that reflect the real-world complexity of traditional medicine, including the use of real-world evidence, digital health technologies, systems thinking and artificial intelligence.

The agenda emphasizes that Indigenous Peoples and traditional knowledge holders must be genuine partners in research. It calls for stronger protections for intellectual property, equitable benefit sharing and respect for cultural integrity.

今回策定された「伝統・相補・統合医療に関するWHOグローバル研究優先事項およびアジェンダ2025–2034」は、194の全加盟国が承認した戦略に基づいています。

このアジェンダの策定にあたっては、約4万件の研究助成金の分析や、世界各国の専門家との協議など、大規模な優先順位付け作業が行われました。

今後は、表明された各国政府のコミットメントが速やかに実行され、政策決定に必要な科学的エビデンスが適時に構築されるかどうかが注視されます。

TheWHO Global research priorities and agenda for traditional, complementary and integrative medicine 2025–2034was developed through one of the largest traditional medicine research prioritization exercises undertaken to date. The process included analysis of 39 927 research grants across 40 funding schemes, examination of 116 research institutes in 67 countries, consultations with 199 experts from 75 countries, and Delphi surveys involving 235 participants worldwide. The agenda takes forward a core objective of the WHO Global Traditional Medicine Strategy 2025–2034, ratified by all 194 Member States at the World Health Assembly in May 2025.
