人工知能(AI)は、健康や医療に関する研究のあり方を急速に塗り替えています。

この技術は、科学的な発見を加速させ、医療システムを強化し、人々の健康状態を改善するための新たな機会を生み出しているのです。

しかし、強固な倫理的セーフガードや監視体制がなければ、AIを用いた研究は新たなリスクをもたらす可能性があります。

その結果、人権や公平性が脅かされ、医療や科学に対する公衆の信頼が損なわれる恐れがあるのです。

こうした背景から、世界保健機関(WHO)は、AIを活用した健康研究が責任を持って実施され、すべての人の利益となるようにするための新しい報告書を発表しました。

この報告書は、『AI関連健康研究:倫理審査と監視』と題されています。

開発にあたっては、研究倫理や科学、デジタルヘルス、そしてAIの分野で活動するWHOの専門家たちが共同で取り組みました。

Artificial intelligence (AI) is rapidly reshaping health research, creating new opportunities to accelerate scientific discovery, strengthen health systems and improve health outcomes. However, without robust ethical safeguards and oversight, AI-related research could also introduce new risks that undermine human rights, equity and public trust. A new WHO report, Artificial Intelligence-related health research: ethics review and oversight, provides recommendations for researchers, ethics committees, regulators, funders and policy-makers to help ensure that AI-enabled health research is conducted responsibly and for the benefit of all.

AI is already transforming how health data are analyzed, how research is conducted and how new technologies are developed and evaluated. However, the report warns that existing ethics oversight mechanisms may not always be equipped to address the novel risks associated with AI, including issues related to transparency, bias, fairness, accountability, privacy and potential harms arising from the rapid deployment of AI-enabled tools. The report identifies three broad categories of AI-related health research: health-related research with data that uses AI; research with AI tools and technologies; and health-related research on AI tools and technologies.

しかし、ますます複雑化するAI研究を効果的に審査するためには、委員会自身が追加の専門知識や訓練、そして十分なリソースを必要とする可能性があります。

また、研究者自身にも大きな責任があります。

研究者は、倫理的リスクを早い段階で特定して軽減し、透明性のあるコミュニケーションを行い、技術が社会に与える広範な影響を考慮しなければなりません。

"Artificial intelligence is creating unprecedented opportunities to accelerate health research and improve people's lives... At the same time, innovation must be guided by strong ethical safeguards that protect human dignity, rights and equity." The report notes that research ethics committees (RECs) will continue to play a central role in protecting research participants, but may require additional expertise, training and resources to effectively review increasingly complex AI-related studies. It also emphasizes the responsibility of researchers to identify and mitigate ethical risks early, communicate transparently and consider the broader societal implications of AI technologies. "Effective governance of AI in health research requires collaboration across disciplines, sectors and institutions... we need oversight mechanisms that are agile, evidence-based and capable of ensuring that innovation remains safe, trustworthy and beneficial for all."

主要な論点3:低・中所得国における格差の解消と現地の主導権強化

主要な論点の三つ目は、低・中所得国における課題と、現地の主導権および能力の強化についてです。

AIは、開発途上国などが抱える根深い健康課題を解決するための大きな可能性を秘めています。

しかし、現状においてAIの研究や技術開発の大部分は、高所得国などの一部の地域に集中しています。

このため、不平等の拡大や新たな形での排除を避けることが重要です。

すべての人が公平にAIの恩恵を受けられるようにするためには、低・中所得国における現地のリーダーシップや研究能力、そして研究への参画機会を強化することが極めて重要であると報告書は指摘しています。

The report also examines challenges and opportunities in low- and middle-income countries. While AI has significant potential to help address persistent health challenges, the publication notes that much of today's AI research and technology development remains concentrated in higher-income settings. Strengthening local leadership, capacity and participation in AI-related health research will therefore be critical to ensuring equitable benefits and avoiding new forms of exclusion or inequity.

Recognizing the rapid pace of technological change, WHO describes the report as a starting point for strengthening ethics oversight in the era of AI-related health research and supporting the development of future standards, guidance and governance approaches.
