BRICSが伝統医療の協力強化へ、初の専門家作業部会設置とデジタル・AI活用で合意
2026年7月23日から24日にかけて、インドのチャンディーガルで第16回BRICS保健大臣会合が開催されました。
この会合は、BRICSの保健分野における協力の歴史の中で、伝統医療に対する最も重要な政治的承認をもたらす場となりました。
採択された保健大臣宣言には、伝統・相補・統合医療、いわゆる「TCIM」に関する専用のセクションが初めて盛り込まれました。
さらに、加盟国間の対話や協働、交流を深めるための新たな「BRICS専門家ワーキンググループ」の設置が承認されました。
For the first time, the Health Ministerial Declaration contains a dedicated section on traditional, complementary and integrative medicine (TCIM), endorsing a new BRICS expert working group on this topic to enhance dialogue, collaboration and exchange among Member States.

主要な論点・合意事項
1．研究開発とエビデンス創出に向けた共同アジェンダの推進
最初の重要な合意事項は、TCIMの研究とエビデンス創出に向けた共同アジェンダの推進です。
この宣言では、複数国による共同研究や、科学的な手法および研究経験の共有が盛り込まれました。
また、ベストプラクティスの文書化や、臨床的な検証、エビデンスの創出に焦点を当てた取り組みも進められます。
さらに、品質や安全性、毒性評価、および薬物監視活動における協力が推奨されています。
各加盟国は、WHOが公認する登録簿へのTCIM臨床試験の登録を行うよう促されています。
The Health Ministerial Declaration outlines an ambitious agenda for TCIM research and evidence generation, including collaborative and multi-country studies, exchange of scientific methodologies and research experiences, documentation of best practices, and initiatives focused on clinical validation and evidence generation. It further encourages cooperation on quality, safety, toxicity assessment and pharmacovigilance approaches, while recognizing the value of diverse knowledge systems and traditional health practices. Member States are also encouraged to register for TCIM clinical trials in WHO-recognized registries, including the WHO International Traditional Medicine Clinical Trial Registry.

2．デジタル技術と人工知能の活用によるイノベーション
2つ目の重要な合意事項は、デジタルイノベーションと人工知能の活用です。
BRICS諸国は、TCIMに関するデジタル知識プラットフォームやデータベースの構築で協力することを約束しました。
これには、WHOの「伝統医学グローバルライブラリ」などの取り組みとの連携も含まれています。
また、データの相互運用性や知識共有メカニズム、さらには人工知能をはじめとする新興技術の応用についての意見交換も支援されます。
これらの技術は、TCIMの研究や教育、そして実際の医療提供の現場において活用されることが期待されています。
A particularly forward-looking element of the agreement is its strong emphasis on digital innovation. BRICS countries pledged cooperation on digital knowledge platforms, repositories and databases relating to TCIM, including engagement with initiatives such as WHO’s Traditional Medicine Global Library. The Declaration also supports exchanges on interoperability, digital knowledge-sharing mechanisms, and the application of emerging technologies, including artificial intelligence, in TCIM research, education and health-care delivery.

3．WHOとの連携強化による世界的な伝統医療体制の構築
3つ目の重要な合意事項は、WHOとの連携強化による世界的な伝統医療体制の構築です。
今回の成果は、BRICSと「WHOグローバル伝統医学センター」との連携が強まっていることを裏付けています。
このセンターは、伝統医療の研究や能力開発、国際協力を進めるための重要な国際プラットフォームです。
今回の宣言によって、BRICSの協力体制がWHOの「グローバル伝統医学戦略 2025–2034」の目標と結びつけられました。
これにより、安全で効果的、かつ科学的根拠に基づいた伝統医療の利用を支える世界的な枠組みが強化されることになります。
The outcome also reinforces the growing alignment between BRICS and the WHO Global Traditional Medicine Centre, which has become a key international platform for advancing research, capacity building and international cooperation in traditional medicine. By linking BRICS cooperation to the objectives of the WHO’s Global Traditional Medicine Strategy 2025–2034, the Declaration strengthens the global architecture supporting the safe, effective and evidence-informed use of traditional medicine.

結び
今後のスケジュールとして、2026年のBRICSサミットが9月12日から13日にかけて、インドのニューデリーで開催される予定です。
このサミットは、インドの首相の指導のもとで執り行われます。
BRICSは、ブラジル、中国、エジプト、エチオピア、インド、インドネシア、イラン、ロシア、サウジアラビア、南アフリカ、アラブ首長国連邦の11カ国で構成されています。
また、2025年には、ベラルーシ、ボリビア、キューバ、カザフスタン、マレーシア、ナイジェリア、タイ、ウガンダ、ウズベキスタン、ベトナムの10カ国がパートナー国として加わりました。
伝統医療の普及と安全性確保に向けた、これら多くの国々による今後の具体的な政策展開が注視されます。
