【医療政策ニュース】WHOがバイオリスク管理の新たな自己評価ツール「BRIET」を公表、各国や研究機関のガバナンス強化を支援
世界保健機関、いわゆるWHOは、バイオリスクの管理体制を評価するための新しいツールを公表しました。
このツールは「BRIET」と呼ばれ、各国や機関が自主的に使用できる実用的なリソースとして設計されています。
バイオリスクの軽減だけでなく、悪用の懸念があるデュアルユース研究のガバナンス強化も目的としています。
WHOの科学部門が開発を担当し、構造化された自己評価アプローチを採用した初めてのツールとなります。
World Health Organization (WHO) launches theBiorisk Implementation and Evaluation Tool (BRIET),a new practical resource designed to help countries and institutions assess, strengthen and monitor biorisk mitigation and the governance of dual‑use research.
Developed by WHO's Department of Science for Health, BRIET is the first WHO tool specifically designed to help users assess and strengthen capacities for biorisk management and dual-use research governance through a structured self-assessment approach.

1つ目の重要なポイントは、バイオリスクとデュアルユース研究という2つの重要な概念に対応している点です。
バイオリスクとは、生命科学技術の事故や誤用が、ヒトや動物、環境に悪影響を及ぼす可能性を指します。
一方でデュアルユース研究とは、平和目的の研究でありながら、悪用されて危害を及ぼす技術を生み出す可能性がある研究のことです。
このツールは、これらのリスクを適切に管理し、生命科学の責任ある実施を支援するために作られました。
Biorisk and dual-use research (DUR) are important concepts in the responsible conduct of the life sciences. Biorisk refers to the probability or chance that accidents, inadvertent actions, or deliberate misuse of the life sciences and related technologies could adversely affect the health of humans, animals, plants, agriculture, or the environment. Dual-use research (DUR) refers to research conducted for peaceful and beneficial purposes that may also generate knowledge, information, methods, products, or technologies that could be intentionally misused to cause harm.

2つ目のポイントは、このツールが自主的な自己評価を通じて、具体的なアクションプランの策定までを支援する点です。
利用者は、現在のバイオリスク管理能力を評価し、強みや優先度の高い課題を特定することができます。
さらに、それぞれの状況に合わせた個別の推奨事項を受け取り、長期的なシステム強化に向けた行動計画を作成できます。
作成されたすべてのデータは、外部へ送信されることなく、利用者のローカルシステム内にのみ保存される仕組みとなっています。
BRIET is a voluntary, structured self‑assessment and capacity strengthening tool that helps countries, ministries and other interested parties identify gaps, prioritize actions and monitor progress over time.
Working through the tool, users can: assess their current biorisk capacities, identify strengths and priority gaps, receive tailored recommendations, develop action plans to strengthen systems over time.
All data generated through the tool remain locally stored on users’ systems.

3つ目のポイントは、このツールが国際的な連携によって開発され、既存の国際的な評価ツールを補完する設計になっている点です。
開発プロセスにおいては、文献レビューや各国のケーススタディ、国際専門家との協議が重ねられました。
これにより、異なる能力レベルや環境にある国々でも活用できる汎用性が確保されています。
また、国際保健規則や合同外部評価、締約国自己評価年次報告といった既存の評価ツールを補完し、強化する役割も担っています。
Developed through international collaboration
BRIET was developed through a multi‑stage process, including literature review, country case studies and consultations with international experts and advisory groups. This process helped ensure that the tool is relevant across different settings and levels of capacity. BRIET also builds on and complements existing tools, including the International Health Regulations (IHR) (2005), the Joint External Evaluation (JEE) and the States Parties Self-Assessment Annual Reporting (SPAR).

今後のスケジュールとして、WHOはウェビナーや地域ごとの取り組みを通じて、このツールの導入支援を開始する予定です。
さらに、試験的なパイロット活動を行いながら、利用者からのフィードバックを収集する方針を示しています。
集められた意見をもとに、ツールのさらなる改良が進められることになっています。
生命科学の安全な発展に向けて、このツールが世界各地でどのように活用されていくのか、今後の動向が注目されます。
Supporting uptake and next steps
WHO will support the rollout of BRIET through webinars, regional engagement and pilot activities, while collecting feedback to inform further refinement of the tool.
