国連総会がパンデミック予防・備え・対応の政治宣言を採択 WHOは歓迎と協定発効への交渉完了を要請
国連総会において、パンデミックの予防、備え、および対応に関する政治宣言が採択されました。
世界保健機関であるWHOは、この国際政治宣言の採択を心から歓迎しています。
今回の宣言は、将来のパンデミックがもたらす壊滅的な影響から未来の世代を守るためのものです。
世界的な連帯とコミットメントの重要性が、あらためて強く再確認されました。
WHOのテドロス・アダノム・ゲブレイエサス事務局長は、国連加盟国が引き続き協力していく姿勢を高く評価しています。
テドロス事務局長は、世界がCOVID-19の経験から大きな進歩を遂げたと語りました。
その上で、各国に対し、自ら行ったコミットメントを果たすよう強く促しています。
特に、病原体アクセスと利益配分システムであるPABS附属書の交渉を完了させることが求められています。
これにより、WHOパンデミック協定が署名可能となり、批准プロセスを経て国際法として発効することが期待されています。
The World Health Organization (WHO) welcomes today’s adoption by the United Nations General Assembly (UNGA) of thePolitical declaration on pandemic prevention, preparedness and response (PPPR). The Declaration provides a strong reaffirmation of the global solidarity and commitment needed to protect future generations from the devastating impacts of pandemics. “WHO welcomes this strong commitment by UN Member States to continue working together on pandemic prevention, preparedness and response,” said Dr Tedros Adhanom Ghebreyesus, WHO Director-General.

一つ目の重要な論点は、病原体アクセスと利益配分システム、すなわちPABS附属書に関する交渉の終結です。
加盟国は、WHOパンデミック協定を構成する極めて重要な要素として、PABS附属書の交渉を早急にまとめる必要性を強調しました。
このPABS交渉の結果は、2027年5月に開催予定の次回世界保健総会で審議されることになります。
あるいは、それ以前に開かれる総会の特別セッションを通じて検討される可能性もあります。
PABS附属書が正式に採択されれば、パンデミック協定が国際法として効力を持つことが可能になります。
これによって、将来のパンデミックの脅威に対して、より公平で調整された効果的な地球規模の対応を提供できるようになります。
Members States particularly highlighted the urgent need to conclude negotiations on thePABS Annexas a key component of theWHO Pandemic Agreement. The outcome of the PABS negotiations will be considered at the next World Health Assembly in May 2027 or earlier through a special session of the Assembly. Its adoption would enable the Pandemic Agreement to enter into force and help deliver a more equitable, coordinated and effective global response to future pandemic threats.

二つ目の論点は、多種多様なセクターにまたがる総合的なアプローチの確立です。
今回の宣言は、COVID-19パンデミック以降に達成された研究や調整の進歩、ならびにWHOパンデミック協定の採択を基盤としています。
国連総会宣言は、パンデミックの脅威を予防し、検知し、対応するための能力を求めています。
各国や地域、そして世界全体の対応能力を強固にするため、持続的な投資と行動を呼びかけました。
さらに、パンデミックへの備えを単に保健衛生上の問題として扱うにとどめません。
開発や経済、さらには安全保障上の不可欠な要求事項として扱う全人的・包括的なアプローチの必要性を強く指示しています。
多様な分野や部門を横断した、調整された行動が不可欠であると位置づけられました。
Building on important research and coordination advances made since the COVID-19 pandemic, including the adoption of the WHO Pandemic Agreement, the UNGA Declaration calls for sustained investment and action to strengthen national, regional and global capacities to prevent, detect and respond to pandemic threats. The Declaration underscores the need for a holistic approach that treats pandemic preparedness as a health issue, development, economic and security imperative requiring coordinated action across sectors.

三つ目の論点は、世界規模での健康安全保障を強化するための明確な優先課題と行動アジェンダの設定です。
宣言の中では、具体的な主要優先事項がいくつか明確に示されています。
まず、監視システムの強化と、各国の国内能力への投資が挙げられました。
また、改訂された2005年の国際保健規則の確実な実施が求められています。
加えて、地域コミュニティに権限を与えることや、病原体への適時なアクセスおよび公平な利益配分の確保が組み込まれました。
さらに、地域やローカルレベルでの製造能力ならびに研究開発能力の拡大も提示されています。
持続可能な資金調達を確保することも重要な優先事項として含まれました。
これらの取り組みが結びつくことで、国際協力が確実に強化され、より大きな連帯と公平性がもたらされることになります。
The UNGA Political Declaration sets out a clear agenda to strengthen global health security. Key priorities include enhancing monitoring systems, investing in national capacities, and implementing the amended International Health Regulations (2005). The Declaration also calls for empowering communities, ensuring timely access to pathogens and equitable benefit-sharing, expanding local and regional manufacturing and research and development capacity, and securing sustainable financing. These actions combined will inevitably bolster international cooperation and result in greater solidarity and equity.

今回の宣言は、2026年9月25日に開催された第2回国連総会PPPRハイレベル会合において加盟国によって審議されました。
その後、本日の採択に向けて国連総会全体へ付託された経緯があります。
今後の注視点としては、2027年5月の世界保健総会やそれ以前の特別セッションに向けた、PABS附属書の交渉の行方が挙げられます。
また、加盟国が約束したコミットメントを速やかに履行し、協定の署名、批准、そして国際法としての発効へと進められるかが重要となります。
