国際的な感染症対策において、非常に重要な一歩が踏み出されました。

世界的なエムポックスの流行に対抗するため、ワクチンを公平に分配する新たな取り組みが始まります。

この取り組みは、国々の支払い能力に関わらず、必要なときにワクチンを確保できる長期的な仕組みを作るものです。

2026年8月27日に発表され、今月後半から本格的な運用が開始される予定となっています。

A global initiative to establish a stockpile of mpox vaccines was launched on 27 August, creating a long-term mechanism to ensure countries have access to vaccines when responding to mpox outbreaks.

主要な論点・合意事項として、まず1つ目の重要な変更点は、Gaviによる資金提供と、実績のある国際調整グループ（ICG）による一元的な管理が決定したことです。

この新しい世界的なエムポックスワクチン備蓄は、2025年にGavi理事会によって承認されました。

資金はGaviが提供し、実際の配分や調整はICGが担うことになります。

ICGには、赤十字・赤新月社連盟、国境なき医師団、国連児童基金、世界保健機関という、国際的な支援実績を持つ4つの機関が参加しています。

Set to begin operations later this month, this new global mpox vaccine stockpile that all countries can access is a resource that was approved by the Board of Gavi, the Vaccine Alliance (Gavi) in 2025, and is funded by Gavi and coordinated by the International Coordinating Group (ICG) on Vaccine Provision. The ICG partners are the International Federation of Red Cross and Red Crescent Societies (IFRC), Médecins Sans Frontières (MSF), the United Nations Children’s Fund (UNICEF) and the World Health Organization (WHO).

2つ目の変更点は、過去の暫定的な仕組みから、より安定的で長期的な制度へと移行したことです。

今回の取り組みは、2024年の国際的に懸念される公衆衛生上の緊急事態（PHEIC）の際に設立された「アクセス・配分メカニズム」をベースにしています。

一時的な対応から、ICGが管理する恒常的な備蓄制度へと発展させることで、将来のアウトブレイクに対しても迅速に対応できるようになります。

The initiative builds on the Access and Allocation Mechanism established in 2024 during the last mpox Public Health Emergency of International Concern (PHEIC), and will ensure that countries have timely and equitable access to vaccines for outbreak response.

3つ目の論点は、アフリカ地域を中心とした深刻な感染拡大の現状と、ワクチンによる抑止効果の重要性です。

エムポックスは現在も世界各地で流行を続けており、報告された症例の3分の2がアフリカ地域に集中しています。

2022年1月1日から2026年7月31日までに、145の国と地域から19万683件の確実例と529件の死亡例が報告されました。

この感染症は主に身体の密接な接触によって広がり、子どもや免疫力が低下している人々が重症化しやすい特徴があります。

ワクチンは、感染リスクの高い人々を保護し、流行を迅速に抑え込んで命を救うために極めて重要な役割を果たします。

Mpox continues to cause outbreaks globally, with two-thirds of reported cases occurring in the African Region. From 1 January 2022 to 31 July 2026, 145 countries and territories reported 190 683 confirmed cases and 529 deaths. Mpox is a viral disease that spreads primarily through close physical contact between people, while animal-to-human transmission continues to occur in parts of Africa, contributing to the ongoing risk of new outbreaks. Mpox can cause severe disease, especially in children and people with suppressed immune systems. By protecting people at risk of infection and severe disease, vaccines help contain mpox outbreaks more quickly, prevent severe illness and save lives.

この国際的な取り組みに対して、各支援機関の代表者から強い期待が寄せられています。

GaviのCEOは、2022年の流行時に低所得国がワクチンの確保において取り残された教訓を強調しています。
