WHOと清華大学が2年間の共同事業を開始、AIなど先端技術で世界の健康危機に備える
世界保健機関（WHO）と、中華人民共和国の清華大学万科公共衛生学院（VSPH）は、2年間の共同事業を立ち上げました。
この取り組みは、2026年7月に開始されたものです。
その主な目的は、研究活動や能力開発、そして人工知能（AI）をはじめとする先端技術の応用を通じて、世界的な健康危機に対する準備体制を強化することにあります。
科学的な知見とイノベーション、そして国際的なパートナーシップを活用し、将来の健康危機に備えるための新たな一歩が踏み出されました。
In July, the World Health Organization (WHO) and the Vanke School of Public Health (VSPH) at Tsinghua University, People’s Republic of China, launched a two-year collaboration to strengthen global health emergency preparedness through research, capacity-building and the application of frontier technologies, including artificial intelligence (AI).

今回の合意における1つ目の重要な論点は、パンデミックに備えるための実務研究と、人工知能をはじめとする先端技術の応用です。
具体的には、パンデミックへの備えやリスク評価、そしてグローバルな保健安全保障のガバナンスに関する実務的な研究が推進されます。
これらの研究はすべて、WHOが定めた研究優先事項に基づいて進められる計画です。
また、人工知能（AI）を活用した分析ツールや、意思決定を支援するためのシステムなど、最先端の技術を実際の現場に応用していくことも盛り込まれています。

2つ目の重要な論点は、公衆衛生分野の専門家に対するトレーニングの実施と、技術的な協力関係の構築です。
具体的には、学術的な交流プログラムや、オンラインおよびオフラインの双方で活用できる研修教材の開発が予定されています。
さらに、公衆衛生の専門家を対象としたワークショップの開催も進められることになりました。
これに加えて、健康危機への準備体制を強化するためのWHOの基準、いわゆるベンチマークや、準備状況を測定するための指標、さらには健康危機への準備に関連する知識成果物についての技術的な協力も実施されます。

3つ目の重要な論点は、科学技術やイノベーション、そして国際的な協力が不可欠であるという認識の一致です。
WHOの健康危機管理準備局長は、今回の提携について、科学や技術革新、そして強固なパートナーシップを通じて、世界の保健安全保障を前進させるという共通の強い決意を反映したものであると述べています。
また、清華大学万科公共衛生学院の副院長も、この新たなパートナーシップを歓迎するコメントを発表しました。
その中で、新たに発生する多様な健康課題に対処するためには、学問の枠を超えた研究や国際的な協力に加え、最先端の技術、とりわけ人工知能が果たす役割が非常に大きいことを強調しています。
“This collaboration reflects our shared commitment to advancing global health security through science, innovation and partnerships,” said Dr Stella Chungong, Director of WHO’s Department of Health Emergency Preparedness. “Together, we will generate practical solutions and strengthen the capacities needed to better prepare for future health emergencies.”
Professor Huang Cunrui, Vice Dean of the Vanke School of Public Health, Tsinghua University, welcomed the partnership and highlighted the role of frontier technologies, particularly artificial intelligence, alongside interdisciplinary research and international cooperation in addressing emerging health challenges.

Building on previous cooperation between WHO and Tsinghua University, the agreement provides a platform for sustained collaboration in research, training and technology. The partnership will support innovation, strengthen public health expertise and contribute to advancing health emergency preparedness globally.
