アフリカにおける伝統医療の統合：WHO地域会議で示された実行への転換
2026年4月29日、ケニアのナイロビで世界保健サミット地域会議が開催されました。
政府や学術界、規制当局、地域コミュニティ、そして若者のネットワークから多くのリーダーが集結しています。
この会議の目的は、アフリカにおけるプライマリ・ヘルス・ケアとユニバーサル・ヘルス・カバレッジの重要な柱として、伝統医療の役割を推進することです。
「解決策の一部としての伝統医療：アフリカにおけるプライマリ・ヘルス・ケアとユニバーサル・ヘルス・カバレッジの再構築」と題されたハイレベルセッションが行われました。
このセッションは、WHOグローバル伝統医療センターと、その新たな協力センターであるベルリン・シャリテ医科大学の伝統・統合医療コンピテンスセンターによって後援されています。
Leaders from government, academia, regulatory bodies and community innovation, and youth networks convened at the World Health Summit Regional Meeting in Nairobi on 29 April 2026, to advance the role of traditional medicine as a core pillar of primary healthcare and universal health coverage in Africa.

会議では、政策の議論から現場レベルでの実行へ、断固として移行する必要性が強調されました。
この移行は、「グローバル伝統医療戦略2025-2034」に沿って進められるべきとされています。
ケニアや南アフリカ、アフリカ医薬品庁などのパネリストが参加し、行動の優先事項について意見を交わしました。
基調講演を行ったのは、ナイジェリア自然医学開発庁の長官であるマルティンス・エメジェ教授です。
教授は、新たに設立されたWHOの伝統・補完・統合医療に関する戦略的・技術的諮問グループの共同議長も務めています。
エメジェ教授は、共有された目標と目的の実行を優先するために、関係者が団結するよう呼びかけました。
また、「グローバル伝統医療戦略2025-2034」が、今後10年間の実行と進捗の責任を促すための実践的な「採点表」として機能すると強調しています。
The session emphasized the need to move decisively from policy discussions to field-level implementation aligned with theGlobal Traditional Medicine Strategy 2025–2034. High-level panelists from Kenya and South Africa, the African Medicines Agency, academia and community groups reflected on priorities for action.

ここで、会議で合意された主要な論点を3つお伝えします。
最初の論点は、先住民と地域コミュニティの包摂についてです。
エメジェ教授は、先住民や元々の部族コミュニティを意味のある形で包摂しなければ、統合の取り組みは失敗すると指摘しました。
都市部で設計されたモデルや、外部からのモデルを押し付けるべきではないと述べています。
解決策は現地の言語で開発し、地域の現実を反映したものでなければならないと強調されました。
Professor Emeje underscored that integration efforts will fail without the meaningful inclusion of Indigenous peoples and original tribal communities, stressing that solutions must be developed and implemented in local languages and reflect community realities, rather than being imposed through urban or externally designed models.

第二の論点は、政治的コミットメントと予算化された計画の策定です。
パネリストたちはアフリカの指導者に対し、伝統医療への象徴的な支持にとどまらない対応を求めました。
予算が確保された国家的な作業計画を通じて、政治的なコミットメントを明確に示すことが求められています。
伝統医療を政府やビジネスの公式な構造の中に組み込むことが必要とされました。
Panelists called on African leaders to move beyond symbolic endorsement of traditional medicine and instead demonstrate political commitment through budgeted and funded national workplans, embedding traditional medicine within formal government and business structures.

第三の論点は、エビデンスの生成と知的財産権の保護です。
伝統医療、補完医療、統合医療を国の保健システムに統合することが、最終的な目標として再確認されました。
その上で、地域の実情に合ったエビデンスの生成と、強固な規制が必要とされています。
また、アフリカの優先事項を反映し、その知識体系を保護するための知的財産権とプロトコルの策定が強調されました。
While reaffirming that the integration of traditional, complementary and integrative medicine into national health systems remains the ultimate goal, panelists highlighted the need for context-relevant evidence generation, robust regulation and collaboration, alongside the development of intellectual property rights and protocols that reflect Africa’s priorities and protect its knowledge systems.

結びとなりますが、今回のセッションは、最近開催された第2回WHO伝統医療グローバルサミットでのSMARTコミットメントに続くものです。
アフリカ大陸全体で高まる機運をさらに補強する結果となりました。
アフリカ医薬品庁などの機関を通じて、規制や研究、協力を強化する機会が示されています。
安全に規制され、エビデンスに基づき、地域社会が主導する伝統医療の重要性が参加者間で合意されました。
これは、アフリカ全土で医療へのアクセスを拡大し、経済的な障壁を減らすための現実的な道筋となります。
文化に根ざした回復力のある保健システムを構築していくための、今後の具体的な取り組みが注視されます。
Participants agreed that traditional medicine, when safely regulated, evidence-informed and community-led, offers a practical pathway to expand access, reduce financial barriers and strengthen resilient, culturally grounded health systems across Africa.
