世界保健機関、WHOは、ライフサイエンス技術の急速な進歩に伴うリスクを管理するため、新たなガバナンスツールの開発と各国への導入支援を進めています。

As rapid advances in biotechnology, genomics, synthetic biology, artificial intelligence and related life sciences continue to reshape global health and innovation, countries face a growing need to manage emerging risks without slowing scientific progress. Tools and knowledge developed for beneficial purposes can also pose risks if misused accidentally, inadvertently or deliberately. The World Health Organization (WHO) is responding by supporting Member States with practical, evidence-informed, adaptive, agile and forward-looking approaches that strengthen safety, security and responsible oversight while enabling innovation.

1. 責任あるライフサイエンスの原則を実践するためのリソースパッケージの整備と研修コースの提供

WHOは、2022年に発表したバイオリスク軽減とデュアルユース研究の管理に関するグローバルガイダンスを基礎としています。

2025年には、この取り組みを強化するため、WHOアカデミーにおいて多言語によるオンライン研修コースを開設しました。

このコースには、これまでに1,000人以上の学習者が登録し、政策立案者や研究者、バイオセーフティ専門家らの能力向上を図っています。

At its core is the WHO Global guidance framework for the responsible use of the life sciences: mitigating biorisks and governing dual-use research, released in 2022 as guidance to mitigate biorisks while enabling scientific progress. Building on this foundation, WHO further strengthened the package in 2025 with a multilingual WHO Academy training course, which supports policymakers, researchers, biosafety professionals and institutional leaders in strengthening dual-use research governance and responsible innovation. To date, the course has enrolled more than 1000 learners.

2. 自己評価ツール「BRIET」のリリースによる実践的な移行の実現

WHOは、新たにウェブベースの自己評価ツールである「バイオリスク実施・評価ツール(BRIET)」をリリースしました。

このツールにより、各国や機関は利害関係者を特定し、強みや課題を評価して優先すべき行動を明確にできます。

これは、国際保健規則に基づくバイオセーフティ能力の向上や、国家の安全保障計画の策定にも貢献します。

The recent release of the Biorisk Implementation and Evaluation Tool (BRIET) marks an important shift from guidance to implementation. This web-based self-assessment tool helps countries and institutions map stakeholders, identify strengths and gaps, assess risks, prioritize actions and generate tailored recommendations to strengthen biorisk management and governance of dual-use research and dual-use research of concern.

3. 各国におけるパイロット事業の実施と具体的な教訓の蓄積

WHOの資源は、実際の国々で試験導入され、その実用性が検証されています。

ウガンダは2024年にこの枠組みを最初に適用し、2025年には主導的な権限を持つ国家機関の重要性などの教訓が報告されました。

マレーシアでは2026年4月から政府全体での試験導入が開始され、インドでも2026年末の完了を目指して研究機関レベルでの検証が進められています。

Uganda was among the first countries to apply the WHO Framework in 2024, followed by Malaysia and India, where piloting is expected to conclude by the end of 2026. Lessons from Uganda’s top-down pilot, published in 2025, highlighted the value of designating a national lead authority with the convening power to bring stakeholders together, build cross-sector ownership and drive adoption of priority actions.

Looking ahead, WHO will continue expanding implementation support, refining tools based on country experience and strengthening partnerships to help countries, institutions and other stakeholders develop sustainable governance systems that maximize the benefits of innovation while responsibly managing risks.
