世界保健機関(WHO)は、大規模集会における熱中症を予防するための新しいガイダンスを公表しました。

極端な高温は、健康や安全、そしてイベント運営の継続に対する脅威となっています。

The World Health Organization (WHO) has today published a new review of evidence with guidance showing that most of the heat-related illnesses at major events can be prevented or treated on site when timely risk management measures are put in place.

1つ目の論点は、適切な医療体制があれば熱中症の9割以上を現場で治療できるという点です。

過去の研究レビューによると、大規模集会における約50万件の医療対応のうち、2万2000件以上が熱中症によるものでした。

The evidence review, covering studies published between 1980 and 2025, documented nearly half a million medical encounters at mass gatherings, including more than 22 000 heat-related illnesses. However, studies also showed that when on-site medical systems are well organized, more than 90% of patients can be treated at event venues, substantially reducing demand on local hospitals and ambulance services.

2つ目の論点は、気候変動に伴う熱中症リスクの増加です。

1990年代以降、熱中症に関連する死亡者数は推定で63%増加しています。

2012年から2021年の間には、世界で年間平均54万6000人の死亡者が発生しました。

大規模集会では、屋外での長時間の滞在や密集した人混み、安全な水へのアクセスの制限などが重なり、危険な状況が生じやすくなります。

There has been an estimated 63% increase in heat-related deaths since the 1990s, with an average of 546 000 deaths occurring annually between 2012 and 2021. Mass gatherings can amplify heat risks in several ways.

3つ目の論点は、効果的な予防および対応策の組み合わせについてです。

WHOは、気温が危険なレベルに達する前に、準備と対応策へ投資することの重要性を強調しています。

最も効果的なアプローチは、複数の対策を組み合わせることにあります。

これには、安全な飲料水とトイレの提供、冷却設備、スケジュールの調整、群集の流れの管理が含まれます。

さらに、労働者の保護、パブリックコミュニケーション、リアルタイムの監視、十分に準備された現場医療サービスが必要です。

The findings reinforce the importance of investing in preparedness and response measures before temperatures reach dangerous levels. The most effective approaches combine multiple measures, including: accessible and safe drinking water and toilets; cooling infrastructure; schedule adjustments; crowd-flow management; workforce protection measures; public communication; real-time surveillance; and well-prepared on-site medical services.

最後に、今後のスケジュールと注視すべき点です。

このガイダンスは、観客や参加者、ボランティア、そして労働者を対象としています。

イベントの設計から群衆管理、輸送、セキュリティなど、すべての要素が冷却や安全な水へのアクセスに影響を与えます。

WHOは、世界中の政府やイベント主催者に対し、熱中症リスク管理を保健計画や準備、運営に統合するよう求めています。

2026年の世界保健デーのテーマである「健康のために手を取り合おう。科学と共に歩もう」のもと、今後の各国の取り組みが注視されます。

The guidance focuses on spectators, attendees, volunteers and workers. It is intended to complement WHO’s guidance on heat-health action plans as well as existing national heat-health action plans, occupational health and safety requirements, emergency preparedness arrangements and clinical guidance. WHO is calling on governments, event organizers and partners to integrate heat risk management into health planning, preparedness and operations for mass gatherings worldwide.
