ワンヘルス実践に向けた世界規模の対話：第9回世界会議で示された国レベルの行動・科学的根拠・持続可能な投資
2026年9月4日から7日にかけて、ポルトガルのリスボンにおいて第9回世界ワンヘルス会議が開催されました。
この会議には、国連食糧農業機関（FAO）、国連環境計画（UNEP）、世界保健機関（WHO）、そして世界動物保健機関（WOAH）の四者パートナーが参加いたしました。
人間、動物、植物、そして生態系の健康は、すべて互いに深く結びついています。
今回の会議では、この密接なつながりを反映させながら、分野横断的な協力を通じて具体的なワンヘルスの成果をどのように実現するかが話し合われました。
その議論は、国レベルでの実施、科学的根拠、そして投資という3つの極めて重要な柱を中心として進められました。
The Quadripartite partners – the Food and Agriculture Organization of the United Nations (FAO), the United Nations Environment Programme (UNEP), the World Health Organization (WHO) and the World Organisation for Animal Health (WOAH) – highlighted a shared focus on implementation, science and investment at the 9thWorld One Health Congress, held in Lisbon, Portugal, from 4 to 7 September 2026.
Across the joint sessions, the partners explored how stronger country implementation, scientific evidence and investment can help realize tangible One Health outcomes, supported by intersectoral collaboration, and reflecting the interconnectedness between the health of people, animals, plants and ecosystems.

A key focus was implementation of the One Health Joint Plan of Action (OHJPA) at country level. Discussions at a session on the OHJPA explored how countries are translating the global framework into national action, while identifying practical enablers and barriers to implementation. Representatives from Malawi, Singapore and Uzbekistan shared their experiences of implementing One Health approaches, including their use of the OHJPA and its implementation guide developed by the Quadripartite. These experiences provided practical perspectives on how cross-sectoral coordination can be strengthened and adapted to national contexts.

2. ワンヘルス行動を導く科学とエビデンスの役割
2つ目の論点として、ワンヘルス行動を導く上での科学とエビデンスの重要性が改めて強調されました。
ワンヘルス高レベル専門家パネル（OHHLEP）は、その第2期において、各国やパートナーの取り組みを支援するための科学的根拠と推奨事項を構築してきました。
今回の会議において、この専門家パネルは、実施の障壁に対処し、推進環境を強化するための10の推奨事項を発表いたしました。
さらに専門家パネルは、ワンヘルスに関する国際的な制度や枠組みのマッピング調査の結果も提示いたしました。
この調査では、分野ごとのグローバルな規範的制度においてワンヘルスがどのように反映されているかを分析しています。
これにより、異なる分野間での一貫性を高め、協調や行動をさらに進めるための具体的な機会が明らかにされました。
こうした科学的な成果を会議の議論に組み込むことで、効果的なワンヘルス政策を形成する上での戦略的アドバイスの役割が再確認されました。
The partners also highlighted the importance of science and evidence in guiding One Health action. During its second term, the One Health High-Level Expert Panel (OHHLEP) has generated evidence and recommendations to support countries and partners in implementing One Health. During the Congress, OHHLEP presented its 10 recommendations addressing barriers, strengthening enabling conditions and advancing implementation. At the Congress, OHHLEP also presented its mapping of international instruments for One Health, examining how One Health is reflected in sector-specific global normative instruments, and identifying opportunities for greater coherence, collaboration and action. Bringing this work into the Congress discussions reinforced the role of strategic scientific advice in shaping effective One Health policies and action.

3. 投資の構築と持続可能な資金調達アプローチ
3つ目の柱として、ワンヘルスへの投資と資金調達に関する議論が活発に行われました。
セッションでは、ワンヘルスに対する投資の正当性をどのように構築し、その投資収益率（ROI）をどのように示すかが探られました。
あわせて、複数の資金調達手法を組み合わせた「ブレンドファイナンス」などを通じて、必要な資源をどのように動員するかが議論されました。
世界銀行と共同で組織されたセッションでは、ワンヘルス行動への資金調達に向けた具体的なアプローチについて、さらに踏み込んだ検討が行われました。
At the Congress, investment and financing formed a third key strand of Quadripartite engagement. Sessions explored how to build the investment case for One Health, demonstrate return on investment and identify opportunities to mobilize resources, including through blended financing. A session jointly organized with the World Bank further explored approaches to financing One Health action.

結び
今回の第9回世界ワンヘルス会議には、世界中から1300人以上の研究者、政策立案者、実務家、その他の関係者が集まりました。
この会議を通じて、四者パートナーは、各国が国際的な約束を具体的な実践へと移すための強力な支援を行う姿勢を示しました。
今後は、示された科学的根拠や推奨事項、そして持続可能な投資の手法が、各国においてどのように具体化されていくかが注視されます。
With over 1300 participants, the 9thWorld One Health Congress brought together researchers, policymakers, practitioners and other stakeholders from around the world to advance One Health science, policy and practice. Together, the joint sessions demonstrated the Quadripartite’s commitment to helping countries move from global commitments to practical action, underpinned by evidence and supported by sustainable investment.
