気候変動に伴う移動と健康リスクに挑む：WHOが研究優先事項と行動計画を発表
世界保健機関（WHO）は、気候変動、健康、そして移民や移動に関するグローバルな研究優先事項と行動計画を発表しました。
この計画は、2026年7月22日に開催されたオンラインウェビナーで立ち上げられたものです。
ウェビナーには、75カ国以上から300人を超える専門家や関係者が参加しました。
現代において最も深刻でありながら研究が進んでいない課題の一つに対し、科学的証拠と行動を前進させることを目指しています。

1. 研究ギャップの解消による健康の公平性と適応力の向上
気候変動が移動や避難を引き起こす要因であるとの認識は高まっていますが、それが人々の健康や医療へのアクセスにどう影響するかについては多くの証拠が不足しています。
特に、脆弱性に直面し適応能力が限られている人々に影響が集中しています。
WHO健康と移民部門の責任者は、研究ギャップの解消は公平性の問題であると指摘しました。

The Global Research Prioritization Exercise (GRPE), the first thematic deep dive under WHO’sGlobal research agenda on health, migration and displacement,was developed to address these challenges and support WHO’s commitment to generating robust, policy-relevant evidence for equitable and migration-inclusive health systems.

2. 核心テーマと横断的分野における優先研究課題の特定
今回の優先事項設定において、健康の社会的決定要因、ユニバーサル・ヘルス・カバレッジ、および緊急事態という3つの核心テーマが特定されました。
これに加えて、健康アウトカム、ならびにデータ、政策、介入という2つの横断的分野も定義されています。
具体的には、社会的不平等や脆弱性への対処、保健システムへのアクセス強化、気候関連の緊急事態への備えの向上が優先課題です。
さらに、メンタルヘルス、母子保健、慢性疾患、気候関連の移動がもたらす長期的影響に関する証拠の創出も目指しています。
WHO気候変動・エネルギー・大気質部門の責任者は、影響を受ける人々を保護するために、エビデンス基盤の強化が不可欠であると述べています。
The GRPE identified priority research areas across three core themes – social determinants of health, universal health coverage and emergencies – alongside two cross-cutting areas: health outcomes and data, policy and interventions. It also produced a global action roadmap to guide future research, policy and practice. 3. 部門間の壁を取り除いた連携と政策・実践への翻訳
研究優先事項を実際の政策や実践へと移行させるため、気候、健康、移民の各部門間の壁を取り除く必要性が強調されました。
移民に配慮したデータシステムの強化や、コミュニティを中心とした参加型研究の推進が求められています。
また、得られた証拠を、影響を受ける人々の実態に応じた具体的な政策や介入に翻訳していくことが重要です。
持続可能なパートナーシップや、研究、政策、実施の間の結びつきを強化することの重要性も指摘されています。
Discussions highlighted the need to break down silos across climate, health and migration sectors, strengthen migration-sensitive data systems, promote participatory and community-centred research, and translate evidence into practical policies and interventions that respond to the realities of affected populations.
