【国際動向】ワンヘルス共同行動計画が2029年まで延長へ！四者機関が合意した継続的な連携と今後の展望
国連食糧農業機関、国連環境計画、世界保健機関、そして世界動物保健機関による四者コラボレーションは、ワンヘルス共同行動計画の実施期間を2029年まで延長することに合意しました。
この計画は人、動物、植物、そして生態系の健康課題に一体となって取り組むための世界的な枠組みとなっています。
当初は2022年から2026年までの計画でしたが、今回の決定により、さらなる継続性が確保されることになりました。
The Quadripartite collaboration on One Health – the Food and Agriculture Organization of the United Nations (FAO), United Nations Environment Programme (UNEP), World Health Organization (WHO) and the World Organisation for Animal Health (WOAH) – has agreed to extend the implementation period of the One Health Joint Plan of Action (OH JPA) through to 2029, building on its original 2022–2026 implementation period.

それでは、今回の合意における3つの重要な変更点について詳しくお伝えします。
As the original implementation period was due to conclude in 2026, the extension to 2029 will provide countries with sustained predictability for planning, implementing and scaling national One Health priorities under a common global framework. It also enables governments, partners and stakeholders to continue aligning their activities with the extended OH JPA at national, regional and global levels.

まず1つ目は、ワンヘルス共同行動計画の実施期間が2029年まで延長されたことです。
本来の計画は2026年で終了する予定となっていました。
この期間延長によって、各国は共通のグローバルな枠組みのもとで、国レベルの優先事項を長期的な見通しを持って計画し、実施し、規模を拡大できるようになります。
また、政府や関係パートナーが、国、地域、そして世界の各レベルで活動を連携させ続けることが可能となります。
By maintaining the OH JPA as its shared framework, the Quadripartite will continue to support coordinated, multisectoral collaboration to prevent, detect and respond to health risks at the human, animal, plant and ecosystem interface.

2つ目の変更点は、この延長が2025年から2030年までの新しい四者間覚書と整合していることです。
この覚書は、関係機関の長期的な協力をさらに強化する役割を持っています。
新しい覚書と延長された計画が組み合わさることで、2030年までのワンヘルスに関するガバナンスと実施体制に一貫性がもたらされます。
これにより、各国への技術支援の調整や、共同での提唱活動、資源の動員などが引き続きサポートされることになります。
The extension of the OH JPA is also aligned with the renewed Quadripartite Memorandum of Understanding (from 2025 to 2030), which reinforces the long-term collaboration between FAO, UNEP, WHO and WOAH. Together, the renewed MoU and the extended OH JPA provide continuity for the governance and implementation arrangements that guide Quadripartite collaboration on One Health until 2030. They support the continued coordination of technical support to countries, joint advocacy, resource mobilization efforts, and ongoing implementation of One Health at global, regional and national levels.

3つ目は、延長期間中に計画の「構造化されたレビュー」が行われることです。
四者機関は、これまでの進捗状況や得られた教訓、および新たに生じた優先事項を把握するために、体系的な評価を実施します。
具体的には、グローバル、地域、国レベルでの進捗確認や、各国でのグッドプラクティスの文書化が行われます。
さらに、変化する世界情勢におけるワンヘルスのニーズを評価し、将来に向けた改善の機会を特定して、次のフェーズの計画策定に役立てる予定です。
During the extension period, the Quadripartite organizations will undertake a structured review of the OH JPA to capture progress, lessons learned and emerging priorities and to inform the development of its next phase. The review will include: stocktaking of implementation progress at global, regional and national levels; documentation of lessons learned and good practices from implementation across countries and regions; assessment of emerging priorities, evolving One Health needs and the changing global context, including how the framework can continue to respond effectively to evolving One Health priorities; and identification of opportunities to strengthen and refine the OH JPA for future implementation.

今後の見通しについてです。
今回の延長によって、四者コラボレーションはこれまでの進捗を確固たるものにし、新たな課題に対応するための体制を整える方針です。
また、国レベルでの持続的な取り組みを通じて、2030アジェンダにおける持続可能な開発目標の達成にも貢献していくとしています。
世界的な健康リスクに協力して立ち向かうこの取り組みの進捗に、引き続き注目が集まります。
The extension period will enable the Quadripartite to consolidate progress, respond to emerging One Health priorities, and build a stronger evidence base for the future direction of the OH JPA. Sustained action at country level will also continue to contribute to achieving the Sustainable Development Goals under the 2030 Agenda.
